Put dodgy PhD recipients through a quality test

WOULD it not be prudent for anyone with a questionable PhD to have their doctorate courses/theses/dissertations reviewed by an Irish PhD qualification board to ensure the level of work was commensurate with quality PhDs issued in Ireland.
