ESB enters the storm zone

IN VIEW of the recent storms in the south-western states of the USA I wonder if it’s wise of the ESB to commit to providing an electricity supply to such a volatile area?

I am just curious. Whose responsibility would it be to maintain overhead lines, infrastructure, etc, in the event of such natural disasters? Who would be liable for maintenance costs? Is this what the ESB is buying into? Worse still, is this what we as taxpayers are buying into? It would be reassuring to hear from the ESB that any liability in this area has been established and costed into their proposal to supply electricity to those states?
