HAVING read the disgusting reports of thousands of abandoned pups and kittens in the New Year, why isn’t the obvious remedy enforced?

Pet shops should be obliged by law to ear-tag every pet that is sold and a record kept so that the purchaser can be identified. At least it would make pet dumpers think again, especially if they were to be fined, say, €200 for a first offence and €500 for a second.
