THIS week’s UN world summit is indeed a missed opportunity. But we in turn must not miss the historic success that has been hidden amidst the overall failure.

When heads of state left New York yesterday they had, for the first time ever, signed up to their responsibility to protect the victims of any future genocides and ethnic cleansing.

This is an agreement that even genocide in Rwanda, Srebrenica and Darfur failed to prompt.
