Tánaiste in limbo

CAN anyone decipher what Mary Harney meant by saying Ireland is now in legal limbo as regards human embryo research because of the EU council of ministers not voting on this issue?

Her story the previous week was that the vote would have no effect on research in Ireland, but only in countries where it was legal and ‘ethical’.

Apparently no journalist queried this turnaround, and I wonder if she knows something that we don’t.
