In September, 2013, the Department of Education and Skills introduced new procedures requiring all schools to formally adopt and implement an anti-bullying policy within the framework of their overall code of conduct.

Bullying is defined in the department’s guidelines as“unwanted negative behaviour — verbal, psychological or physical — conducted by an individual or group against another person (or persons) and which is repeated over time”.
