At a time of growing crisis in the health service, when schools across the country are in tatters and the public's right to information is being seriously eroded, the electorate is treated to the spectacle of Government ministers swanning around Cheltenham.

Is the administration becoming power-drunk arrogance, smugness and open contempt for alternative viewpoints increasingly characterise its approach to the public.
