Mr Powell presented America’s case against Saddam Hussein, intended to back up their belief that he still harbours weapons of mass destruction and is deeply in breach of Resolution 1440.

The thrust of Mr Powell’s presentation debunked recent statements by Hans Blix, the chief weapons inspector, that the Iraqis are not moving evidence around on a large scale, that the inspectors are systematically obstructed, or that Iraqi scientists have been prevented from meeting them.
