The Government’s spring statement, and Finance Minister Michael Noonan’s pledge to lure thousands of emigrants home, via more favourable tax measures, were as welcome as the flowers in May. Or would be, if either had an iota of credibility!

There is little for emigrants to return to — outside of Dublin

The spring statement was a juicy carrot to launch the pre-general election campaign. Enticing emigrants back via tax benefits, to get their vote, is as ridiculous as it is unattainable. Outside Dublin, there are no jobs around the country.There is no incentive to return. Mr. Noonan’s recent remark about people on the dole being allergic to work, when so many of them are there through no fault of their own, was in bad taste.

In her book, Ireland and Migration 21st Century, Dr. Mary Gilmartin, a specialist in migration, said there was no pragmatic evidence that the Government was prepared for return migration. I’m not demeaning small Irish enterprise, but one multinational, like Hewlett Packard or Dell, would create more employment than all the small outfits put together.

Those engaged in encouraging people back should be honest and considerate and realise this is a serious upheaval for any family — if jobs, housing, social welfare and bank credit cannot be guaranteed. They can’t live by admiring the green hills of Ireland, regardless of their patriotism.
