As far as I am aware, most appointments to top public-service positions are without advertisement or competition.

Advertisements and competitions are reserved for lower-grade employees.

For instance, the top appointment in the land, ie of head of HSE, is believed to have been made without advertisement or realistic competition.

So why pick on Patricia Ryan?
