Who gave them right to sign away our resources?

The people elect representatives to form a government to represent them and lead for a period of five years, after which time the democratic process begins again.

The government then decides to sign away the nation’s energy resources to private enterprise for a period of 10 years!

Since when did a government have the right to make a decision of this magnitude... or any magnitude, for a government which has not yet been elected?
