Of course these institutions and their clients will argue that they are also tax payers, and they only want their “State entitlements” paid straight to the institution of choice as a “top up” on the extra services they seek.

By the same token, food kitchens may be subsidised by the general purse, but I for one neither want nor need to avail of them.
