How independent was the pay hike review?

THE Taoiseach closed the Dáil debate on ministers’ salaries by saying the increases had been recommended “by fully independent experts”.

This should have opened a new debate. Who were the experts? Who appointed them and fixed their pay and terms of reference?

Who has seen the report? What did it actually say?
