Divided loyalties

WHILE Romania and Bulgaria have been given the green light for entry to the EU from January 2007, I wonder whether there should be a loyalty test?

Last year Romania agreed to permit the construction of four US military bases on its territory and, last March, Bulgaria agreed to provide three US military bases.

Surely this could indicate some difficulty with their loyalty to Europe at a later stage.
