Garda Commissioner 'legally barred from commenting on O'Higgins report'

The Garda Commissioner has issued a statement, saying she's legally barred from commenting about her evidence to the O'Higgins Commission.

Noirín O'Sullivan had publicly supported the right of whistle blower Sergeant Maurice McCabe's to highlight issues with the force.
