Opposition accuse Govt of 'spin' over partial leaks of O'Higgins report into Garda malpractice

Opposition parties have called on the Government to fully publish the O'Higgins report into malpractice among the Gardaí.

The Justice Minister has had the report for two weeks without publishing it, but parts have leaked to the media.
