IMO warns new overcrowding measures are 'unworkable'

The Irish Medical Organisation is warning new measures to tackle overcrowding in Emergency departments are "unworkable".
The new plan includes €10,000 fines for hospitals where for patients are waiting more than 9 hours for a bed.
The organisation says the lack of beds in the system is the root cause of our ED crisis.
IMO President Ray Walley says imposing fines doesn't make sense.
