Finance Minister Michael Noonan has signalled that the Revenue Commissioners will not play a role in the collection of water charges from those who refuse to pay.

Speaking in the Dáil this morning, Minister Noonan also said that the Government is looking at the "affordability for the generality of households" in relation to the charges.
