People 'cannot make complaints to Ombudsman' about Irish Water

The Ombudsman Peter Tyndall has expressed concern that he has no power over Irish Water.

Mr Tyndall was speaking today while launching his annual report for 2013 which shows the office received nearly 3,200 complaints last year.
