The Convention on the Constitution recommends the extension of voting rights in Presidential elections for Irish citizens who are resident outside of the State, including citizens in the North.

The Government will consider the recommendations in what is the body's fifth report to the Houses of the Oireachtas and will decide if a referendum will be held on the issue.
