Ombudsman blames funds for HSE failure and makes 10 recommendations

The Children's Ombudsman Emily Logan has said a lack of funding played a part in the HSE's failure to respond quickly to a girl who had made allegations of serious sexual abuse.

The Ombudsman has made a number of findings against the Health Service Executive over the treatment of the child.
