Issues before second free pre-school year is developed - Fitzgerald

The Children's Minister Frances Fitzgerald says a series of issues would need to be addressed to develop a second free pre-school year.

Minister Fitzgerald has also welcomed comments by the Education Minister Ruairi Quinn, who suggested cutting child benefit to pay for the extra pre-school service.
