Transport Minister Leo Varadkar has said that Ireland needs to ratify the new EU treaty so the Government can avail of a second bailout in the unlikely event of it being necessary.

Taoiseach Enda Kenny yesterday confirmed that the Government would hold a referendum on the treaty following legal advice from the Attorney General Máire Whelan.
