Howlin refuses to confirm that Govt won't cut welfare
The Minister for Public Expenditure and Reform Brendan Howlin has refused to say directly if the promise not to cut welfare rates in the Budget still stands.
Mr Howlin told the Dáil that the commitment in the Programme for Government will help form the Coalition's decisions on Budget day.
