A controversial new study is calling for a massive shake-up in the awarding of third-level education grants.

The Hunt Report recommends an "asset test" that would hit farmers, professionals and the self-employed.

At the moment, the families of third-level students applying for grants are means-tested on the basis of declared income, but that could change if the recommendations of a new national strategy report are taken on board.

The Hunt Report proposes means-testing the assets of a student's family in a move that would hit those who are cash poor but have significant assets.

Recently, one in 11 grants was awarded to the sons and daughters of farmers while 13% went to the children of professionals, managers and employers.

The report which is to be launched next week says the present system "does not command public confidence" but the kind of overhaul it proposes is bound to be controversial.
