The European Central Bank has warned the government it has "serious concerns" about new legislation giving the Finance Minister sweeping powers over the banking sector.

The ECB has released a seven-page document signed off by the president of the European Central Bank, Jean Claude Trichet, raises concerns that the Credit Institutions (Stabilisation) Bill is "insufficiently legally certain" on a number of major issues.
