The Government’s ‘National Recovery Plan’ is intended to bring fundamental reform to the tax system, including merging of the income levy, the health levy and PRSI into a Universal Social Charge was, as signalled in Budget 2010.

The plan also proposes a wide-scale abolition of reliefs and incentives.
