The Fine Gael spokesperson on children Alan Shatter has branded the publication by the HSE of the number of children who were either formerly in the care of the State - or were "known to" social services - as "deeply cynical".

Mr Shatter said that the HSE was supposed to release the number of children reported to be at risk who had died in the past decade.
