New legislation to jail those who refuse to pay debts

New legislation is being drafted to allow the courts imprison people who owe money and are able to repay their debts but refuse to do so.

It is after a High Court ruling last week which found that it was unconstitutional to send someone to prison for the inability to pay a debt.
