A former President of the European Parliament has said another '`No' vote on the Lisbon Treaty would only add to the uncertainty caused by the recession.

Former Progressive Democrats TD Pat Cox made his comments at the launch of a new independent, non-party group to promote a 'Yes' vote in the second referendum expected to be held in October.

The referendum will be held against the back-drop of legal guarantees on a number issues secured by the Taoiseach at this week's European Council Summit.

Pat Cox said it is crucial we send the right signal to the rest of Europe.
