A new ’bad bank’ agency designed to buy up risky loans from lenders will not bail out reckless developers who invested in overseas property deals, the Taoiseach said today.

The National Asset Management Agency (NAMA), which was announced in yesterday’s Budget, will accept borrowings, worth up to €90bn on paper, to clean up the balance sheets of troubled Irish banks.
