Communications Minister Eamon Ryan has ordered RTÉ chiefs to explain why its television channel for Irish abroad has been delayed in a cost-cutting drive.

Even though the proposed service is enshrined in law, senior executives have put it on hold as the state broadcaster aims to save €50m amid the economic downturn.

Mr Ryan said earlier this year it would be on air by St Patrick’s Day 2009.

But it is now understood the launch date could be pushed back another 12 months saving €2m.

In a letter to the national broadcaster, Mr Ryan stressed the channel must go live as soon as possible.

“The Government is absolutely committed to delivering RTÉ International/Diaspora TV at the earliest possible date,” he said.

“While we understand the financial constraints that all sectors of society are working in at the moment, I am determined that Diaspora TV will be up and running as soon as possible and have communicated this to RTÉ.”

The channel will provide a mix of news and homegrown programmes for thousands of emigrants living in Britain.

Warnings over possible delays were raised at the Joint Oireachtas Committee on Communications, Energy and Natural Resources.

Committee member and Labour communications spokeswoman Liz McManus said she fears the plans will be scrapped for good.

“There is a real fear it won’t go ahead at all now,” she said.

RTÉ is strapped for cash and the new channel’s future looks very uncertain.”

She called on Mr Ryan to take urgent action on the matter.

“Political commitments were made in relation to the setting up of this Diaspora channel,” she said.

“Responsibility now rests with Minister Ryan to ensure access for the Irish Diaspora to Irish television services.”

A spokeswoman for RTÉ said it remained committed to providing the new service.

“We are committed to this channel going ahead however there are financial restrictions at play,” she said.

RTÉ announced cutbacks of more than €25m earlier this month after advertising revenue plummeted.
