Sarkozy hoping for Lisbon solution before end of year

French president Nicolas Sarkozy says he hopes to find a solution to the Lisbon Treaty situation by the end of the year.

In a speech to the European Parliament in Strasbourg today, Mr Sarkozy ruled out a two-tier Europe, saying no member state will be left behind.
