Dempsey defends immediate changes to licence system

The Minister for Transport Noel Dempsey is defending the Government's decision to introduce changes to the driver licensing system from next week.

The reforms mean that, from next Tuesday morning, all learner drivers must be accompanied at all times by a fully qualified driver.
