The situation has been uncovered by Cartell.ie, an online company that checks the history of second-hand vehicles on behalf of buyers.

It says cars written off after crashes have been re-taxed by new owners, while some have even passed the NCT.

Reports this morning say the RSA, the Gardaí, the Department of Transport and the Revenue Commissioners are all investigating the matter.
