McDowell's stamp-duty promise to 'damage property market'

It is feared that the property market could be thrown into chaos on foot of new proposals put forward by the Progressive Democrats.

As part of a €7bn package designed to attract voters, the party has mooted major changes to stamp duty, income tax, pensions and a revamped childcare plan.
