Cowen refuses to reveal Budget stamp-duty intentions

Finance Minister Brian Cowen is refusing to be drawn on whether he will cut stamp duty for first-time house buyers in next week's Budget.

Mr Cowen has already insisted that he will not be interfering in the housing market, but there is increasing speculation about some form of stamp-duty reform due to growing political pressure.
