Tens of thousands of people have reportedly avoided getting penalty points for motoring offences because they hold driving licences from the North or overseas.

Reports this morning said more than 42,000 people had escaped the penalty points net because the authorities cannot add points to a licence issued outside the jurisdiction of the Republic.
