Justice Minister Michael McDowell has condemned the Provisional IRA's offer to shoot four people it believes were responsible for the murder of Belfast man Robert McCartney.

The IRA said last night that it had offered to shoot the four men, including two of its own members, but this was rejected by the dead man's sisters and fiancee, who wanted the suspects tried in the courts.
