The Department of the Environment has been ordered to hand over all documents relating to the appointment of Monica Leech as an adviser to Martin Cullen when he was Minister for the Environment.

The Standards in Public Office Commission is trying to decide whether an investigation into Ms Leech's appointment under ethics legislation is appropriate.
