Prodi warns of possible two-speed EU

European Commission president Romano Prodi warned that there is a risk of a two-speed EU if institutional reforms remain blocked.

In an interview with the daily Italian newspaper La Repubblica, Prodi said that if the gridlock on institutional reform is not unblocked in 2004 "someone could take the initiative to go ahead" in the construction of federal institutions.
