CIE spent more than €375m on service improvements, rail infrastructure and safety last year, according to the company's annual report for 2002.

The report said CIE had a deficit of €3.6m in 2002, with gridlock remaining the biggest cost factor.

It also showed that Bus Eireann carried 6,000 commuters into Dublin every morning last year, almost double the figure for three years ago.
