Sinn Fein's Gerry Kelly has expressed doubt about the possibility of a deal to restore the North's suspended institutions.

Mr Kelly was speaking after British Prime Minister Tony Blair demanded an end to IRA activity, the decommissioning of all IRA weapons and a declaration that the organisation's war was over.
