A Government source has predicted that Irish and British officials will decide by the end of today whether to launch their long-awaited "blueprint" for restoring the North's suspended institutions.

A Government source has predicted that Irish and British officials will decide by the end of today whether to launch their long-awaited "blueprint" for restoring the North's suspended institutions.

The document was due to be presented to the Northern political parties last Thursday, but was delayed after the Taoiseach and British Prime Minister Tony Blair decided that the IRA's stance on outstanding issues was unacceptable.
