The Irish and British Governments are reportedly planning to establish an international commission to adjudicate on whether any of the North's paramilitary groups have breached their ceasefires.

The Irish and British Governments are reportedly planning to establish an international commission to adjudicate on whether any of the North's paramilitary groups have breached their ceasefires.

The move, which was demanded by the UUP during the last two days of talks in the North, will apparently be included in a final peace proposal to be tabled by the two Governments in April.

The commission would include nominees of the British, Irish and US Governments and a locally appointed member from the North.

If it found that any group had breached its ceasefire, then a straightforward 40% vote in the Assembly would be enough to have any political party linked to that group expelled from Government.
