The Government’s wording for the forthcoming Nice referendum contains a commitment that it will not participate in any common EU defence policy without such a move being approved in another referendum.

The Fianna Fail-Progressive Democrats coalition said this provision gives constitutional effect to the declarations on Irish neutrality agreed at the recent EU summit in Seville.
