The Government has been accused of showing its true colours on the Irish Water debacle, after agreeing to hold a "plebiscite" on any future privatisation — but stopping short of a legally binding referendum.

The move came as the controversial bill was passed by 81 votes to 58, meaning it faces a potential do-or-die vote in the Seanad today, with one senator saying he wants any discussion delayed until next year due to concerns over what it involves.

Speaking during a day-long Dáil debate yesterday, Environment Minister Alan Kelly relented to opposition demands and agreed to allow a public vote in the event of any future privatisation plans.
