Taoiseach Enda Kenny has refused to rule out imposing an insurance levy for all in order to bail out the 50,000 people denied flood cover.

The idea of imposing a 1% charge on non-life insurance policies arose after Environment Minister Phil Hogan expressed concern the industry was not being constructive on the flood risk issue.

Such a move would push total insurance levies to 6%.
