Relations between frontline gardaí and the Garda Commissioner have reached a new low after it emerged the largest staff association is considering not inviting Martin Callinan to their annual conference next month.

The Garda Representative Association, which represents 11,200 frontline gardaí, has already decided not to invite Justice Minister Alan Shatter to the conference.
