Councils set to decide property tax rates

City and county councils are set to decide the rates of property tax for communities as part of the biggest ever shake up of local government control.

However, the move is expected to lead to a backlash among communities, with different rates being applied across the country.

Local Government Minister Phil Hogan made the announcement as he unveiled radical reforms in local government.
